On the 25th of August, 2015, JICA Papua New Guinea Office (JICA PNG Office) and GoPNG consisting of central and line agencies held a successful Annual Project Review Meeting for JICA ODA projects in Papua New Guinea (PNG).The inaugural Project Review Meeting was convened in early June last year (2014) based on mutual understanding by JICA PNG Office and its counterpart agency – GoPNG's Department of National Planning and Monitoring (DNPM) to patch the information gap surrounding JICA Programs in PNG. The main purpose for the establishment of this important forum came as a result of the shared sentiment between both sides of the need to furnish to all counterpart agencies the progress-status of ongoing JICA projects and pipeline projects and various issues surrounding program implementation.

Picture by: Joshua KaileThe recent meeting saw all respective executing agencies of JICA projects present their various progressive reports on JICA Projects implemented throughout PNG with emphasis focused on challenges constraining timely rollout of programs. Among the challenges captured, non-provision of counterpart funding aimed at supplementing projects to secure continuous growth and sustainability was identified as one of the pressing issues hampering project sustainability. As a way forward, DNPM shared an overview of the existing Public Investment Program (PIP-GoPNG’s Development Budget) and the administrative processes involved – the main channel where GoPNG’s agencies submit annual budgets to access development funds. The PIP presentation by DNPM allowed line agencies gain a clear understanding on how to redress and improve their approach to secure counterpart funds on time in the light of changes in budget unification process. JICA’s provision of the ODA Loan Disbursement Seminar last month was timely delivered to participants from all line agencies involved in JICA’s ODA loan projects yet again adding valuable insights to key players dealing with loan disbursements. The Annual Review Meetings is planned to be held on yearly bases to continue to foster effective collaboration through sharing of knowledge and collectively approach on solving common issues relating JICA ODA Programs.
