The Federal University of Pernambuco (UFPE) is one of the most historical national universities in Brazil. It was established in 1946. There are currently about 23,000 undergraduate students, 4000 graduate students and 1700 academic members in 10 faculties.

The Public Health and Social Development Center (NUSP) was founded with The Public Health Development Project for the Northeast Brazil in Pernambuco, implemented by JICA jointly with the UFPE and the Pernambuco State Health Department from 1995 to 2000. NUSP serves as a hub of interdisciplinary cooperation in public health and social development for contributions to the community through the campus-wide participations of academic members and students from related departments.

NUSP initially belonged to the center of medical and healthcare departments. In September 2005, it was upgraded to an affiliated organization under the direct control of the dean of the university. This change promoted a more effective and autonomous implementation of interdisciplinary activities, which was the original objective.

The role of NUSP in this project

NUSP plays the main role in this project as the Brazilian organization in charge of the project implementation, especially the development of the intervention methods necessary for "Healthy Municipalities", the development of human resources, such as supervisors and facilitators from the communities and governments of each municipality and the diffusion of Healthy Municipalities and Health Promotion, which is the fundamental concept of this project, by using existing interdisciplinary education, research and extension activities.

SEPLAN was established in 1999, integrating the Planning Bureau with the Labor and Social Service Bureau, and bears a part in the planning of the current state government. Its mission is to carry out the decentralization and modernization of state government based on citizen participation. Thus, social development is an important strategy for the state government.

CONDEPE-FIDEM was established with the merger between CONDEPE and FIDEM in 2003. CONDEPE is the oldest development-planning organization in South America and is also the official statistics institution for the state. It has been creating development strategies and research studies on social economy, using the data it has collected. FIDEM functioned as the head office of the Development Council for the Metropolitan Area of Recife until 1999, when merged with the Municipal Development Fund for the Interior of Pernambuco and become engaged in the regionalized development planning of the state. The State government established the Planning and Research Agency under the State Planning Bureau, merging these two departments to coordinate the "Government in Municipalities Program", which began in 2003, thereby strengthening the structure for formulating regional development plans.

The role of CONDEPE-FIDEM in this project

CONDEPE-FIDEM's role is to formulate state level public policies in "healthy municipalities" and diffusion in other municipalities, coordinating and adjusting government programs for municipalities through their role in planning and coordinating of social development policies.

International Medical Center of Japan (IMCJ) - Bureau of International Cooperation)

The Bureau of International Cooperation was established in the International Medical Center of Japan as the basis of international health cooperation. IMCJ provides technical assistance to improve medical and health care in developing countries and offers programs in Japan for trainees from these countries, in coordination with the WHO, Foreign Ministry, JICA, National Hospital Organization, etc.

The role of the IMCJ in this Project

The IMCJ supplies technical support to JICA, which is Japanese implementing agency. IMCJ sends chief advisers and health care experts, recruits other experts, offers training programs for Brazilian counterparts in Japan (designing of training program, negotiation and coordination with commissioned organizations for training and evaluation), and gives advice on management of the project by sending advisory missions.
