Project Background

The fisheries sector contributes to approximately 10 % of the country's Gross Domestic Production (GDP). Fisheries in Cambodia plays an important role in the national economy, and 4 million people equal to approximately 30% of the national population relies on fisheries for their living directly or indirectly. In addition, fisheries product accounts for about 80% of animal protein which Cambodian people take in. Therefore, the importance of fisheries in Cambodia is recognized widely from the viewpoint of national food security.

The fisheries production of 2014 in Cambodia was 745,255 tons, 505,900 tons equivalent to 67.7% of the fisheries production depends on inland fisheries. On the other hand, in 2013 the marine capture fisheries were 110,000 tons and the production of marine aquaculture was 5,764 tons. In terms of the growth rate in the past ten years (between 2004 and 2014), the aquaculture grows 6.4 times, comparing to 2.0 times of inland fisheries and 2.1 times of marine fisheries. Cambodia is expected to increase the production of the aquaculture, particularly the production of aquaculture of fishes.

The demand of Cambodian people to the marine cultured species has been growing and the Royal Government of Cambodia (RGC) is planning to export fishing products, particularly cultured fish in recent years. However, marine aquaculture farmers should utilize wild seeds and imported seeds for their culture due to an insufficient development of marine aquaculture technologies and the lack of farmers who produce seeds in Cambodia, thus increasing the pressure on natural fishery resources by the collection of wild fishery seeds, a s well as causing imported seeds-borne diseases. The wild fishery resource is declining and harder to sustain its population due to the economic development, climate change and over-exploitation.

Under this situation, Fisheries Administration (FiA) formulated Strategic Planning Framework(SPF) for Fisheries 2010-2019 as a part of National Strategic Development Plan (NSDP) 2014-2018, and promotes the fishery production, the production of rice-field fisheries and aquaculture aiming at sustainable management, conservation and development of fishery resources.

The Japanese Government constructed Marine Aquaculture Research and Development Center (MARDeC) through the Japan's Grant Scheme aiming at developing marine aquaculture in Cambodia through development of basic technology on marine aquaculture, supply of seeds of marine aquaculture, and provision of education, technical training, and consultation opportunities to private marine aquaculture farmers and other related stakeholders. At the same time, JICA dispatched long-term expert in the field of Reform of Fisheries Systems (Aquaculture) from January 2011 to March 2013 for providing the support necessary for the administration of MARDeC. In addition, JICA conducted the technical cooperation consisting of the dispatch of short-term experts and country-focused training between 2012 and 2014 for establishing the seed production of seabass (Lates calcarifer) and fish disease prevention system in MARDeC. As a result of the above cooperation, although the seed production of seabass (L. calcarifer) has increased, the MARDeC should establish stable seed production and develop technology of seed production for new species. Based on the above-mentioned circumstances, RGC submitted the official request for technical cooperation project entitled "the Project for Improvement of Marine Aquaculture Seed Production Techniques"

Overall Goal

Domestic production and supply of quality fish seed of the target fish species are increased, and marine aquaculture activity is promoted in Coastal provinces of Cambodia.

Project Purpose

MARDeC's capacity for development of marine aquaculture seed production techniques is strengthened.

Outputs

  1. Operation and management capacity for marine aquaculture seed production in MARDeC is strengthened.
  2. Seed production techniques, such as broodstock management, live feed production, larval rearing and fry nursing, of the target fish species in MARDeC are developed and improved through the production experiments.
  3. Foundation of fish diseases diagnosis and prevention system for the target fish species is built.

Activities

1-1 Conduct baseline survey of marine aquaculture in Coastal provinces and make a list of marine aquaculture farmers/business and distribution map.
1-2 Develop repair and maintenance plan and update manuals of MARDeC's facilities and equipment.
1-3 Develop annual seed production plan, including financial, human resource development, and marketing plan.
1-4 Organize the staff training to disseminate improved techniques among MARDeC and FiA staff.
2-1 Improve broodstock development and management techniques for seabass (Lates calcarifer).
2-2 Improve live feed culture techniques for seabass (L. calcarifer) .
2-3 Improve larval rearing and fry nursing techniques for seabass (L. calcarifer) .
2-4 Conduct outdoor verification experiments of fry nursing for seabass (L. calcarifer).
2-5 Revise seed production manual including improved broodstock management, live feed culture, larval rearing, and fry nursing techniques.
2-6 Conduct seed production experiment, including broodstock management, live feed culture, larval rearing and fry nursing of a new fish species.
2-7 Conduct marine aquaculture technical seminar for extension staff and aquaculture farmers by MARDeC staff.
3-1 Update guideline and internal regulation for disease prevention of MARDeC.
3-2 Develop and improve fish disease diagnosis manuals on the target fish species.
3-3 Conduct fish disease diagnosis and prevention seminar for extension staff and agriculture famers by MARDeC staff.
