Trainings for local facilitator has been implemented honored by KIT (Kabupaten Implementation Team) on 3-5 May 2010 which were participated by 71 local facilitators in Kabupaten Serang and Kota Serang. This event was also attended by one of the JICA Expert Team, Head of Junior High School Department of Kabupaten Serang, Head of Curriculum Section of Kota Serang, Head of Religious Office of Serang, Pengawas, and Field Consultants.

PELITA encourages school to be independent and local community to take the initiative and responsibility for their own education improvement. Through the series of activity “learning by doing”, school committees and local community are become the stakeholder in improving education quality. Local community in PELITA is not a passive observer. In PELITA, TPK (Educational Team in Kecamatan level) are formed and they are also expected to be active in planning, implementing, and evaluating the education improvement activities in that area. At the same time, PELITA also supports the government to adopt PSBM model to enhance the quality of education in education decentralization system.

The importances of PSBM/REDIP are; 1) Bottom up planning and proposal based, 2) Accountability and transparency, 3) Comprehensive education improvement cycle, 4) Two motors – school and kecamatan, 5) Equal opportunity for all schools.

Facilitation for PSBM activity is to lead the schools and TPK to the success in improving the quality of education. It is done to make sure that the implementation of PSBM activities going well by giving technical assistance for schools and TPK. It is also done to check the improvement of PSBM activities compared to the activity plan and the result that they had, as well as to detect problems as early as possible. It is local facilitator who will assist the schools and TPK. Moreover, the roles of local facilitator are: becoming the element of TPK, giving technical assistance for TPK and schools in implementing all PSBM activities, facilitating schools in their kecamatan, to coordinating the activities of schools and TPK, and to collaborating as well as coordinating with field consultant and KIT. Local facilitators and pengawas are expected to take over the field consultant’s job in the future so that every kecamatan in Kabupaten Serang and Kota Serang will be independent in implementing PSBM activities.

The training held for three days went very well, as we could see the participants were very active in getting more knowledge about PSBM. Solemnity of the local facilitator also shown in this training from how they take part in every session of training such as: discussion, group work, question and answer session, as well as case study.
