Facilitator Training and School Management Training in New Sites

In PELITA, JICA Experts conduct Facilitator Training and School Management Training in each site for Lesson Study and Participatory School –Based Management to take root. Participants of Facilitator Training are the facilitators who were selected among teachers and principals as core members to disseminate and lead MGMP (Subject Teacher Training Forum) Lesson Study activities with other teachers in each site. Participants of School Management Training are all principals in each site. Regarding the new sites of PELITA, there are 30 teacher facilitators and 5 principal facilitators in Kabupaten (district) North Minahasa, there are 12 teacher facilitators and 4 principal facilitators in Kota (city) Banjarbaru, and there are 32 teacher facilitators and 8 principal facilitators in Kota Padang. As of December 2009, both Facilitator and School Management Trainings were conducted three times respectively at three new sites (Only in Padang, Facilitator Training was conducted twice so far).

In the 1st Facilitator Training in June, JICA Experts explained the purpose and function of MGMP based lesson study and discussed how the regular MGMP Lesson Study activities can be implemented at each Wilayah (home base). Also, JICA Experts gave detailed descriptions on ‘Plan-Do-See’ cycle to the participants on the first day. On the second day, the participants actually observed an open class and implemented a reflection guided by the JICA Experts and the resource university lecturers. In the 2nd Facilitator Training in August-September, JICA Experts explained what Lesson Study is and what a good lesson is using videos once again on the first day, and one of the facilitators opened the class and the facilitators conducted a reflection on the second day. The 3rd Facilitator Training held in November put focuses on practice, thus, the facilitators observed open classes and conducted reflections for both first and second days, and JICA Experts gave advice to improve the quality of reflection.

In the 1st School Management Training in April, one of the field consultants in Banten Province where Participatory School-Based Management activities have been implemented since 2005 (REDIP) reported the proposal-based block grant activities and explained the important role of the principals. Also, JICA Experts facilitated the problem analysis and objective analysis by using PCM (Project Cycle of Management) method, and worked with the participants. Main issues analyzed by the participants were; problems of drop-out, lack of parents’ and communities’ concern on education and their support, heavy pressure from parents on the National Graduation Examination, difficulties in improving both enrolment rate and educational quality at the same time, low quality of part-time teachers in private schools, and difficulty of receiving contribution from parents due to ‘Free School Policy’ by MONE. In the 2nd School Management Training in August-September, JICA Experts and LPMP (Institute for Quality Assurance for Teachers) trainers explained what Lesson Study is, the ‘Plan-Do-See’ cycle of Lesson Study, differences between MGMP based Lesson Study and School based Lesson Study, and roles of the principal in Lesson Study activities. Also, partner university lecturers reported what they had learned in the counterpart training in Japan. In the 3rd School Management Training in November, principals observed an open class and a reflection done by MGMP participants so that they can actually experience and understand the Lesson Study activities.

Through these trainings, the understanding on Lesson Study of facilitators and principals has been certainly enhanced. The quality of reflection by facilitators is gradually improving. From the experience of three reference sites in Jawa, JICA Experts encourage principals that the key to successful achievement in Lesson Study is on principals, always indicating their understanding on and supporting teachers to attend MGMP and always participating in the open class and reflection implemented in their school.
