Introduction

Vientiane is the capital of Lao People's Democratic Republic, and is known as the "Forested Capital". Traditionally its people have lived in harmony with nature, but more recently, significant economic growth and an increase in urban population have led to a worsening living environment, environmental pollution, destruction of the landscape, and other problems relating to urbanization. In order to respond to these urban issues, Vientiane Capital faces the need to be more determined in its efforts to develop into a city that is more attractive to both residents and tourists, based on an integrated urban development plan. In 2009, JICA began work on the formulation of a new Urban Development Master Plan for Vientiane Capital, with the aim of supporting these activities. The Plan takes 2030 as its target year for achievements.

Within this new Master Plan, Vientiane Capital is defined as the "central focus point in Lao PDR and the Mekong region". As well as promoting further development of the city economy, the plan emphasizes conservation of city landscape and environment including historical and cultural assets and natural environmental resources. In order to achieve these objectives, it is vital to disperse both its population and industry through the planned development of sub-urban areas as well as to conduct appropriate controls for building construction in the ciry.

Specifically, five "sub-centers" (KM2, Thanaleang, Dongdock, Naxaithong and Railway Town) within 15-20km from the center of the city, and three "urban clusters" in the suburbs of Vientiane Capital (Khok Hae, Tha Ngon and Ban Pao) are proposed for new development areas. By providing public and commercial services with these areas, population pressure in the city central is expected to be eased.

The new Master Plan was introduced on the celebration ceremony for Vientiane Capital's 450th anniversary in 2010. At the end of 2011, the plan was officially approved by the Government of Lao PDR. However, there are many issues remaining to be overcome in order to realize the plan JICA will continue to support for sustainable urban development of Vientiane Capital by utilizing experience and expertise on urban development in Japan.
