Presented a Paper at "Forum on Education for Children with Disabilities"

On 21 - 22 December 2015, Open Society Forum (external link) (NGO) organized "Forum on Education for Children with Disabilities", attended by Ministry of Education, Culture and Science, Mongolian National University of Education, special schools and kindergarten, Central Commission of Health, Education and Social Protection for Children with Disabilities, parent-associations, and NGO. On the first day of the forum, 11 presentations and discussions were made. JICA Project Team presented a paper on "how to establish Inclusive Education system in Japan, and Inclusive Education practices in Osaka".

Based on the experiences of the project and preparatory surveys (Data Collection Survey on Special Needs Education in Mongolia and Detailed Planning Survey for the Project for Improvement of Support and Education for Children with Disability), the Project Team noted that a notion of "inclusive""education had not been commonly understood in Mongolia. To facilitate the discussion, this paper reviewed many topics: the transition from special education to inclusive education in Mongolia, the international trend of the transition from special education to inclusive education, explained Inclusive Education system in Japan, and presented some practices in Osaka, that children with disabilities and without disability learn together at regular class, started more than 30 years ago.

Children with disabilities in Mongolia attend six special schools in Ulaanbaatar, and several special classes or non-formal education classes. We can also find some regular classes accepting children with disabilities, if we carefully review the practices. To summarize, Mongolia and Japan have similarities in terms of having a history of special needs education and some practices enrolling children with disabilities in regular classes.

The biggest difference between special education and inclusive education is the target. Special education is mainly targeting individuals (children with disabilities) and aiming at their physical and mental function. Inclusive education is aiming at improving "education not accepting children with disabilities" although processes to provide an appropriate education for children with disabilities are important. We would like to support our counterparts to discuss and consider how they can realize inclusive education in Mongolia.
