Background

Since the end of long lasting civil war in January 2005, reconstruction and development have progressed in Southern Sudan. As a result, there are some changes such as population increase of Juba due to the return of refugees and inflow from countryside and the increment of the number of companies. However, Sudanese unemployment rate is still high because of the limited number of permanent job in formal sector and insufficient skills of human resources. It is afraid that this situation leads poverty increase and social insecurity and instability.

Japan International Cooperation Agency (JICA) supported the Ministry of Labour and Public Service to provide skills training which contributes to reconstruction of the country and betterment of livelihood for Southern Sudanese through ‘The Project for Improvement of Basic Skills and Vocational Training in Southern Sudan (SAVOT)'. It was implemented from September 2006 for 41 months. In this Project, 3 components were targeted, that is, (1) The technical, managerial, and physical capacity of MTC is strengthened, (2) The capacity for training delivery of non-formal training providers (such as NGOs) is strengthened, and (3) The capacity of SAVOT's training providers in employment support services is promoted. In total, 3,861 people enjoyed the benefit of training in 8 training courses (automotive, welding and metal fabrication, building, carpentry, plumbing, electrical installation, refrigeration and air-conditioning, secretarial) at MTC and 15 training courses (computer, tailoring, carpentry, metal fabrication, building, plumbing, electrical installation, food processing, borehole maintenance, hotel service, bread-baking, agriculture) at 8 NGOs. Besides them, approximately 100 demobilized soldiers were trained in SAVOT from September to December 2009 responding to Disarmament, Demobilization and Reintegration (DDR) of SPLA which started from June 2009.

In the final evaluation which was conducted in April 2009, it was mentioned that SAVOT partner training providers including MTC were not yet ready for running their activities independently and sustainably due to the insufficient managerial and operational ability and technical skills while great achievement was recognized in Project Purpose. In response to this, Government of Southern Sudan (GOSS) requested the assistance which is aiming at 4 outputs, namely, (1) Capacity of MLPS to implement the Vocational Training Policy is strengthened, (2) Technical and managerial capacity is strengthened in Juba MTC, (3) Technical capacity is strengthened in Wau and Malakal VTCs and (4) Training delivery of non-governmental vocational training providers is expanded in Juba and other major cities. GOSS and JICA agreed on technical assistance project following to SAVOT and signed R/D in May 2010.

Overall Goals

Employment and entrepreneurial opportunities of ex-trainees are expanded for promoting reconstruction and development toward consolidation of peace.

Project Purpose

Vocational training responds to reconstruction and development, as provided by the training providers through strengthening the self-sustaining vocational training system.

Outputs

  1. Capacity of MLPS to implement the Vocational Training Policy is strengthened.
  2. Technical and managerial capacity is strengthened in Juba MTC.
  3. Technical capacity is strengthened in Wau and Malakal VTCs.
  4. Training delivery of non-governmental vocational training providers is expanded in Juba and other major cities.

Project Activities
