The Pollution Control Department (PCD), the Department of Industrial Works (DIW), the Industrial Estate Authority of Thailand (IEAT), and the Japan International Cooperation Agency (JICA) jointly launched the Japanese Technical Cooperation Project for "The Development of Basic Schemes for Pollutant Release and Transfer Register System in the Kingdom of Thailand", or the so-called "JICA PRTR Project", with a press conference and seminar on June 28, 2011 at Maruay Garden Hotel, Bangkok.
Mr. Kazuhiro Yoneda, Chief Representative of JICA Thailand Office, together with Mr. Arthit Wuthikaro, Director-General of DIW and Ms. Sunee Piyapanpong, Deputy Director-General representing Director-General of PCD, officially introduced to the public the JICA PRTR Project, the 4 years project from March 2011 to February 2015 aiming at establishing a basic design of the PRTR system in Thailand.

This public launch of the project also provided an opportunity to create a common understanding among stakeholders about the process of developing the PRTR system in Thailand. In the seminar, the JICA Expert Team led by Mr. Munehiro Fukuda, as well as other guest speakers from PCD and DIW, gave the presentation on the JICA PRTR Project, explained the existing regulations and ongoing environmental projects, and responded to questions from participants. More than 100 participants from various government agencies, the private sector, academic institutes, non-governmental organizations (NGOs) and the media attended this event.
