Interview at Pilot commune

A final project evaluation was carried out from August 18 to September 9. Usually, a final evaluation is carried out around 6 months before project termination. Because, usually final evaluation includes suggestions which must be carried out after the evaluation.

In the first half, explanation and discussion of the method /schedule of final evaluation was carried out at MARD (Ministry of Agriculture) and interview / site visiting was carried out at the pilot provinces.

In the latter half, discussion and confirmation by the three provinces representative was carried out. On September 9, JCC (Joint Coordination Committee) was held with the attendance of Dr.Hoc vice minister of MARD.

The project evaluated that the purpose of the project was attained by the ownership of the Vietnamese side and the JICA expert flexibility although some obstacles such as the delay of project approval and counterpart budget of the Vietnamese side occurred. Further, the project was highly evaluated for five items 1) Relevance, 2) Effectiveness, 3) Efficiency, 4) Impact and 5) Sustainability.

Further, capacity development for flood simulation and GIS, cooperation and explanation for other donors and NGOs was suggested in the evaluation report.

This evaluation result was approved in the above JCC meeting. Dr. Hoc vice minister of MARD and Mr. Nakasone leader of the JICA evaluation team put their signatures on the Minutes of Meetings and the finalized evaluation.
