Counterpart Training in Japan was held

Counterpart training in Japan was held from August 1 to 10, 2011. The counterpart from MARD, T.T. Hu, Quang Nam and Quang Ngai provinces were attended to this training. Following themes and visiting were programmed.

  • KISO-river management office, MLITT: River bank protection and flood management
  • YODO River Management Office, MLITT: River management
  • YODO River Integrated Dam Management Office, MLITT: Dam Management, integrated river management
  • Disaster Reduction and Human Renovation Institution
  • Community disaster management in Kobe
  • Tsunami and High-Tide Station Center, Osaka: Community disaster management, earthquake and tsunami

The attendants confirmed the importance of river dike management, environmental friendly river bank protection technique by using traditional method. Further, attendants were interested in "Mizuya[1]" and" Age Butsudan[2]" at Kiso Sansen Wajuu arae as the non structure measure.

At Yodo river management office, the attendants were interested in not only flood management but also the management of the barrage to protect sea water intrusion[3]. Because, they also have same problem in Vietnam. Further, at Yodo river museum, they had vital discussion in environmental issues in the rivers and hazard maps for city and villages. Because, they are faced same problem in Vietnam now.

In Vietnam, the JICA expert team is executing technical transfers to establish integrated dam management system for prediction, operation and warning improvement. Therefore, attendants were very interested in the visiting of Amagase Dam. The counterpart expressed their wish to learn more in this field. Further, the attendants visited warning system in downstream. It was very useful to establish future warning system in Vietnam.

The attendants visited self disaster management organization "BOSAI" at Kobe city. They were impressed by the vital activities of the residents and support from local government. They said that they will encourage CBDRM in Vietnam referring "BOSAI" activities.

At Disaster Reduction and Human Renovation Institution and Tsunami and High-Tide Station Center, the attendants understood the importance of the preservation and utilization of the past disaster record.

The project will be terminated at February 2012. JICA expert team will enhance further technical transfers. This counterpart training in Japan must be a very good lesson to enhance the Vietnamese disaster management situation.

Notes

  • [1] Mizuya : Temporary evacuation house in waju area at Kiso Sansen downstream area. This house is located in the same housing site but little bit higher ground than main house. The house is usually used as storage house except for flood season.
  • [2] Age Butsudan : Lifting Buddhism alter at waju area at Kiso Sansen downstream. During flood, the altar can be lifted to the loft to protect from flood.
  • [3] Barrage to protect sea water intrusion : The structure placed at downstream of the river to protect sea water intrusion. This structure is used for multipurpose, for example, fresh water at the upper stream of barrage can be used for agricultural use.
