Workshop for the utilization of lagoon to reduce flood damage in T.T.Hue

In T.T.Hue, there is the biggest class lagoon in south east Asia. This lagoon is located at the down stream of the Huong river and connected to the sea by two lake mouths. T.T.Hue was hit by floods repeatedly and the low land of the lagoon was submerged for long periods every year.

To reduce such flood damage, MARD (Ministry of Agriculture and rural Develpment) is studying the method to utilize the lagoon connecting with the dam operation in the upper stream. The workshop chaired by Dr. Hoc vice ministeer of MARD was held to introduce the result of the study and discussion.

An integrated flood management plan in T.T.Hue was formulated in this project. This plan is strongly connected to utilization of the lagoon. Therefore the JICA expert team and MARD co-organized this workshop.

The bureau of water resource MARD introduced relationship between flood management and upperstream dam /lagoon, the academy of water resources introduced a drainage plan from the lagoon during floods and T.T.Hue province introduced the current situation of the lagoon, study in the past and the new project.

The JICA expert introduced flood simulation results in this project and Kasumigaura project as a similar project in Japan.

There was no explanation about a concrete project in the lagoon because the study is still in the premilinary stage. However it was confirmed that the improvement of dyke / flood gate around the lagoon, drainage system of the flood to the sea will be studied in connection with the upperstream dam operation effect.

Futher, the Vietnamese side requestedthe JICA expert to provide the following information of the Kasumigaseki project in Japan.

  • Cooperated operation between the flood gate of Hitachigawa, influx river and Tonegawa estuary weir. Height of the tide considered.
  • Environmental impact for Kasumigaura

Technical cooperation will be continued through such information providing.
