Speech by Mr. Luu (Vice Chairman of T.T.PPC), Jan 12 T.T.Hue

The Final workshop of this project was held from January 12 to 13 at Hue and Da Nang. Vice director from Directorate general of water resource MARD and vice chariman of T.T. Hue Peoples Committee attended this workshop. More than 100 people from the central government, provincial government, NGOs, DARD, district staffs, commune staffs and representative from pilot site communes.attended this workshop.

First day Jan.12, attendants visited pilot sites of T.T.Hue and observed the output of CBDRM activities and low cost small scale river bank protection pilot project. Second day Jan.13, a desk top workshop was held at Da Nang. The achievement and output was introduced and discussed in this workshop.

Speech by Mr. Dieu (Vice director, MARD), Jan.13, Da Nang

Mr Dieu vice director of the Directorate general of water resource MARD explained that this project was very effective and they started to utilize the project output such as low cost small scale river bank protection by their own budget.

Mr.Miura chief advisor of the project explained the project activities, output and achievements. Invited short term expert Mr.Okadumi, Ministry of Land, Infrastructure, Transport and Tourism Japan presented the keynote speech about the effects of the flood management-- both structure and non structure during the flood at Niigata / Fukushima 2004.

In the afternoon, a sectional meeting was held. In this meeting detail project output and achievement was discussed and summarized including continuation and expansion of the project output.

At the final stage of the workshop, the project was concluded as follows.

1. The project was very useful for disaster management in Vietnam.
2. Compared to other project, this project is appreciated in the following points.
   - Practical : Various practical technologies were transfered
   - Personality : Good relationship between Vietnamese counterpart and JICA expert
   - Plan : Integrated flood plan based on the engineeering background and detail simulation
3. Project Pase 2 is essential to proceed with Vietnamesse disaster management. It is important to keep each scheme of the project phase 1, to include diaster education in school. Further, it is important to expand "Low cost small scale riveer bank protecsion technology", "Enhancement of community residents disaster management capacity", "Ennhance flood simulatoin / GIS / disaster management technology" to other central Vietnam provinces.
