In Vietnam, the economy has been developing rapidly since introducing the market economy and the "Doi Moi" policy. On the other hand, issues such as the bloated state institutions and delays in administrative response have been pointed out.
The leadership in the Communist Party and Administration, launched from 2016, have positioned administrative reform as an urgent issue and have been promoting the reform.
At the 6th Plenary session of the 12th National Party Congress in October 2017, challenges such as restructuring organizations for efficiency of national institutions and reform of civil service system and public enterprises were addressed.
In order for the above reform initiatives to become effective, it is necessary to foster future Vietnamese leaders and managers who will promote reforms tailored to the actual situation in Vietnam, taking into account the lessons learnt of other countries.
Based on this, the Government of Japan and JICA will be conducting trainings targetted towards these future leaders are expected to contribute to the administrative reform of Vietnam by acquiring Japanese knowledge and experience through exchanging opinions and creating networks with Japanese stakeholders.
Future Vietnamese leaders and managers are fostered to promote public administrative reforms and Socio-economic model from knowledge and views on Japanese experiences.
