Outline of the Project

Background:

Traffic safety is recognized as a critical social issue in Vietnam. The rapid economic growth has induced increased motorization, especially in urban areas. In parallel, the improvement of infrastructure has enabled high mobility and velocity. As a consequence of a lack of comprehensive traffic safety countermeasures by the government and people's low awareness of traffic safety, the number of traffic accidents and fatalities has constantly increased over the last years.

Hanoi Capital City is also facing with serious traffic situation. In 2004, there were 1,432 traffic accidents and 503 fatalities. (Source: TUPWS, NTSC, Hanoi Traffic Police). To improve this situation, TRAHUD Project was started from July 2006. This Project will first operate several pilot projects in practice based on engineering, enforcement and education perspectives, and then build up training system for the staff in charge of traffic safety in Hanoi city, together with formulating a Human Resource Development Plan.

Term of Cooperation:

July 2006 - June 2009

Overall Goal:

The road traffic conditions are improved. Well-ordered and safe road traffic conditions, which follow traffic safety rules, are achieved in Hanoi, and those results are applied nationwide.

Project objective:

Traffic safety measures in Hanoi are improved.

Output:

  1. to establish a system for planning, implementation and evaluation of comprehensive traffic safety measures in Hanoi.
  2. to improve abilities of traffic policemen of Hanoi Traffic Police Division (HTPD) for traffic enforcement.
  3. to improve abilities of traffic inspectors of Hanoi Transport and Urban Public Works Service (TUPWS) for traffic enforcement.
  4. to improve abilities of officers of TUPWS for traffic management and road facilities.
  5. to improve abilities of officers of Hanoi Traffic Safety Committee (HTSC) for traffic safety education.

Implementation structure:

Implementation structure

Joint Coordination Committee:

The Joint Coordinating Committee shall function as follows:

  1. To authorize the Annual Work Plans of the Project based on the Plan of Operation.
  2. To monitor and evaluate the progress of the Project and the results of the annual work plan.
  3. To discuss and advise on major issues those arise during the implementation period of the Project.

Project Management Committee:

The Project Management Committee shall function as follows:

  1. To formulate and execute the Annual Plans of Operation and Monthly Work Plans and contents of activities of the Project in line with the Plan of Operation for the whole period.
  2. To review the progress of technical cooperation programs as well as the Work Plans.
  3. To evaluate the achievements of the objectives.
  4. To exchange views on issues arising from or in connection with the technical cooperation programs.

Activities:

  1. To establish a system for planning, implementation and evaluation of comprehensive traffic safety measures in Hanoi.
    1. To establish the system for project implementation.
    2. To extract traffic safety issues and subjects to be improved in Hanoi.
    3. To develop the comprehensive traffic safety measures in Hanoi.
    4. To make human resource development program in Hanoi.
    5. To revise the above-mentioned measures, based on the evaluation of the pilot projects.
  2. To improve abilities of traffic policemen of HTPD for traffic enforcement.
    1. To plan, implement and evaluate the pilot projects for improving traffic safety.
    2. To develop training curriculum on traffic enforcement.
    3. To develop teaching materials for training program on traffic enforcement.
    4. To train instructors through OJT.
    5. To carry out, evaluate and improve seminars and training programs.
    6. To propose institutional and regulatory improvement to National Traffic Safety Committee (hereinafter referred to as "NTSC").
  3. To improve abilities of traffic inspectors of TUPWS for traffic enforcement.
    1. To plan, implement and evaluate the pilot projects for improving traffic safety.
    2. To develop training curriculum on traffic enforcement.
    3. To develop teaching materials for training program on traffic enforcement.
    4. To train instructors through OJT.
    5. To carry out, evaluate and improve seminars and training programs.
    6. To propose institutional and regulatory improvement to NTSC.
  4. To improve abilities of officers of TUPWS for traffic management and road facilities.
    1. To plan, implement and evaluate the pilot projects for improving traffic safety.
    2. To develop training curriculum on traffic management and road facilities.
    3. To develop teaching materials on traffic management and road facilities.
    4. To train instructors through OJT.
    5. To carry out, evaluate and improve seminars and training programs.
    6. To propose institutional and regulatory improvement to NTSC.
  5. To improve abilities of officers of HTSC for traffic safety education.
    1. To plan, implement and evaluate the pilot projects for improving traffic safety.
    2. To train staff in charge of traffic safety education, including public awareness activity, through OJT
    3. To propose institutional and regulatory improvement to NTSC.
    4. To conduct publicity activities by utilizing such mass media as TV radio and newspapers.
