The major earthquake happened in Japan on 11 March 2011 influenced the project in some degree. Two short term experts, Mr. Norihiro Horie and Ms. Naomi Orikasa, who finished their seminar in Hanoi and were supposed to leave for Tokyo on this day, were forced to change their schedule due to the flight cancelation caused by the disaster in Japan. JICA HQ and National Tax Agency had to reluctantly decide to withdraw the offer, which had been given to Vietnamese side, of the counterpart training in Japan on "Cooperative activities with Tax Consultants' Association / Tasks for Finalization" from 21 March.
