The Japan International Cooperation Agency (JICA) in collaboration with the Ministry of Disaster Management (MDM), National Building Research Organization (NBRO) and Disaster management Center (DMC) jointly conducted the study on Koslanda Landslide occurred in late October , last year.
In addition to the aerial survey and field survey, which are already updated in our website, JICA conducted After Action Review in trial on On-the-Job basis with NBRO and DMC staff. The report is written in English, Sinhalese and Tamil.
On 25th May, 2015, Mr. Handa, Chief Advisor to NBRO under the Technical Cooperation for Landslide Mitigation Project have passed the report to Minister of Disaster Management, Hon. A.H.M. Fowsie, Secretary to the Ministry of Disaster Management, Mr. W.M. Bandusena, and Director General of DMC, Major General L.B.R. Mark (retired).
Mr. Bandusena, secretary to the Ministry of Disaster Management said "There was no mechanism to conduct review and summarize lessons learnt from the disasters in the past. Taking this as a milestone to further improve the emergency operation as the third World Conference on Disaster Risk Reduction focused the concept of Build Back Better, we would like to promote after action review and thus would like to seek further cooperation from JICA".
In addition to the Disaster Management Ministries and related organization, JICA weighs the role of Local Government Ministry and Public Order Ministry. These two Ministries have brunch offices in the field and work as a first responder at the time of disaster. It is crucial to have proper knowledge on emergency management and to be well prepared for the coming disasters.
JICA continues to enhance the Disaster Management capacity of Sri Lankan Government through the conduction of further After Action Review within the Technical Cooperation for Landslide Mitigation Project and other means.
