In Japan, soon after the occurrence of the large scale disaster, disaster management related authorities will immediately deploy their helicopter to the site to observe overall situation of the event and to identify the risks of the secondary disasters. At the same time, relevant authorities will deploy the field survey teams to assess the disaster and tries to find out the lessons learnt for enhancement of Disaster Risk Reduction capacity.
Since the efforts of post disaster mainly focused on Search and Rescue part in Sri Lanka, these kinds of survey was rarely conducted.
JICA plans to report and debrief the findings of the two surveys to Ministry of Disaster Management, Disaster Management Center, National Building Research Organization and Department of Meteorology to utilize the tragic experiences for the betterment of disaster management capacity.
