Visual materials creatively developed by the Japan International Cooperation Agency (JICA) with the Disaster Management Center (DMC), has given a new vigour to the teaching of Community Based Disaster Risk Management (CBDRM). The flip to the teaching methodology comes from a combination of flip charts and PowerPoint presentations and is aptly titled "Fliptation." They are available in Sinhala, Tamil and English languages along with a very useful handbook.
The main objective of "Fliptation" is to make practitioners efforts for conducting CBDRM activities easier, and provide standardized and easy-to-understand educational materials. In addition they ensure dissemination of appropriate knowledge about disaster mechanism and CBDRM processes to communities. The vital foundation for CBDRM is that a community's own actions and the active participation of community members is indispensable to reduce damages caused by disasters. Awareness programmes using Fliptation were carried out in Pathakada in the Kalutara district; Landupita, Dara Oya and Vidulipura in the Nuwara Eliya district and Ranhotikanda in the Ratnapura district.
The Fliptation charts are printed on A1 size durable material, which can be easily carried to any local community for a presentation without having to worry about the availability of electricity at the venue. The charts have short descriptions, are clearly illustrated and include scripts with examples of basic explanations for lectures as well as more detailed explanation on the contents of charts for advance preparation of lectures. The handbook also provides some reference data, documents and presentations. In addition for a deeper understanding of the subject a DVD is included with the handbook. The Fliptation material are available of the Internet and can also be posted on school notice boards, District or GN offices and other key places to raise awareness.
CBDRM is one of the outcomes of the Disaster Management Capacity Enhancement Project Adaptable to Climate Change (DiMCEP) of JICA. The project was implemented in cooperation with the Disaster Management Center (DMC), the Department of Irrigation (DOI), the Department of Meteorology and the National Building Research Organization (NBRO). The content was developed in consultation with DMC, DOI, and NBRO and have been distributed to the DMC and the DDMCUs.
