With a GNI per capita of $5,960 in 2017, Thailand has joined the ranks of upper-middle income countries. However, many issues still need to be addressed to achieve sustained social and economic development: making industries more competitive, introducing measures for an aging population, and dealing with environmental problems and climate change. In addition, there are several issues common throughout the ASEAN region, such as strengthening ASEAN connectivity and narrowing the development gap.

JICA focuses on three priority areas in Thailand: "Sustainable development of the economy and coping with a maturing society", "Coping with common issues in ASEAN countries", and "Promoting cooperation with countries outside the ASEAN region". In order to intensify international competitiveness, JICA continues to assist development of infrastructure, and supports development of human resources for industries which can contribute to enhancing productivity, and to creating value-added goods and services. In terms of the environment, JICA supports various efforts at local and national level, and also cooperates with Thailand to address climate change. In addition to these activities, JICA continues efforts with Thailand to tackle problems related to development, such as the ageing issue.
