Summary

One issue of the healthcare services in Vietnam is the poor quality. Because there is a pronounced lack of facilities and equipment, patients gather in a few central hospitals. Particularly, in the Northern part of Vietnam, obsolete hospital facilities and equipment due to economic difficulties are widespread, leading to the concentration of many patients in top referral medical institutions like Bach Mai Hospital in Hanoi. Against this background, the Government of Vietnam has made it a high priority to improve the quality of healthcare services and strengthen medical networks, devoting special attention to enhance local medical care. Furthermore, the government is expanding healthcare services to the poor by offering free health insurance.

This project provides equipment and technical training to key hospitals in the northeast and in the northern region of the central coast, which are facing a severe shortage of up-to-date medical facilities and equipment, as well as a serious deficiency in technical and managerial expertise. JICA is providing capital resources for the Ministry of Health to implement the project. This project enhances the regional referral system which hospitals refer patients for more appropriate care and improves medical care with an expectation of improving the health condition of local residents.
