Purpose | MCTI and Zambia Development Agency (ZDA) become capable of formulating an industrial strategy and action plans. |

Activities | - Scope out and define the engineering industry for formulation of a strategy according to International Standard Industrial Classification of All Economic Activities
- Conduct a basic survey on the engineering industry and its institutions
- Carry out a firm-level study and assess technology levels and expected markets of the engineering industry (including upstream/ downstream industrial linkages as suppliers and users; and geographical linkages)
- Formulate a draft strategy of the engineering industry
- Present the draft to stakeholders including the private sector and receive their feedback
- Revise the draft according to the feedback and finalize it
- Identify two target technologies (or products/ user industries) in the engineering industry
- Conduct a detailed survey on existing industrial institutions and private companies related to the selected two target technologies (or products/ user industries)
- Develop action plans to implement the strategy in consideration of those issues such as quality improvement, productivity improvement, design improvement, marketing and capacity development
- Present draft action plans to stakeholders and receive their feedbacks
- Revise the draft according to the feedback and finalize the action plans
