On April 25, the Japan International Cooperation Agency (JICA), together with Sumitomo Corporation and Hankyu Corporation, concluded an agreement for the operation and maintenance of the Manila Light Rail Transit System Line 1 (hereinafter referred to as LRT Line 1), an urban passenger railroad connecting north and south in Metro Manila in the Republic of the Philippines. This project is the first overseas investment in railroad operation and maintenance for Hankyu Corporation and JICA, encouraging Japanese companies to expand their high-quality infrastructure business overseas.

The Philippines boasts one of the highest economic growth rates among ASEAN countries, with population expected to continue to increase over the next several decades. However, Metro Manila is considered one of ASEAN’s most congested metropolitan areas, highlighting the pressing need for improving the public transportation network, including the development of new railroad infrastructure. LRT Line 1 is one of the most important transportation networks in Metro Manila, covering a distance of approximately 20 kilometers. It is expected to play an even greater role in supporting the development of the area, with a southern extension of approximately seven kilometers scheduled to open and five new stations to be installed by the end of 2024.

This project promotes the enhancement of urban transportation connectivity and the alleviation of traffic congestion in Metro Manila and its suburbs, implementing operational improvements to existing facilities on the major north-south railroad LRT Line 1. As a result, it will contribute to SDGs Goals 9 (Industry, innovation and infrastructure), 11 (Sustainable cities and communities), and 17 (Partnerships for the goals).
