Signing of a Memorandum of Cooperation with OECD: Strengthening collaboration for the economic and social development in Southeast Asia and the Indo-Pacific region

On April 30, the Japan International Cooperation Agency (JICA) signed a Memorandum of Cooperation (MoC) with the Organisation for Economic Co-operation and Development (OECD). The signing took place between JICA Senior Vice President Oba Yuichi and OECD Director for Global Relations and Co-operation Andreas Schaal.

The year 2024 marks the 60th anniversary of Japan's accession to the OECD and the 70th anniversary of its start of Official Development Assistance (ODA). While reaffirming their longstanding cooperation in the area of development, the OECD and JICA renewed their shared intention to further strengthen collaboration for economic and social development in Southeast Asia and the Indo-Pacific. This year also marks the 10th anniversary of the establishment of the Southeast Asia Regional Program (SEARP), promoting dialogue and cooperation between the OECD and ASEAN countries, as well as Japan’s chairmanship of the OECD Ministerial Council Meeting (MCM).

On May 2, during the Ceremony for the Celebration of the 10th Anniversary of SEARP held in Paris as part of the MCM, Prime Minister Kishida touched upon this MoC between JICA and the OECD in his speech, announcing the establishment of a collaborative framework between JICA and the OECD to co-create a sustainable future through development cooperation.

Prospective areas of collaboration between JICA and the OECD include climate change mitigation, resilient and sustainable supply chains, a global rules-based trading system, accelerated digital economy and innovation, and improvement of the investment environment and private sector engagement.

(*1) The OECD Ministerial Council Meeting (MCM) is the OECD’s most important annual meeting and highest decision-making body, attended by ministers. This is the third time that Japan has chaired the MCM since joining the OECD, after 1978 and 2014.

(*2) In February of this year, JICA held the first Knowledge Co-creation Program on business and human rights, taking advantage of the OECD’s expertise.
