On December 15, the Japan International Cooperation Agency (JICA) signed a Record of Discussions with the Government of the Republic of Kenya in Nairobi for the Project for Capacity Enhancement on Water, Sanitation and Hygiene Management for a Better Life, a technical cooperation project.

Kenya’s arid and semi-arid lands cover more than 80% of the country’s total land area, making it vulnerable to climate change. In particular, the water access rate (referring to the ability to access improved water sources and with a fetching time of no more than 30 minutes for the round trip, including waiting time) in rural areas is 52%, which is low compared to the 87% in urban areas. In addition, the government budget for improving access to water is very limited. While the construction of new water-supply facilities is necessary to improve water access rates, improving existing facilities, extending their lifespans, and increasing user convenience by reducing waiting times can also be effective approaches to this end.

This project will motorize hand pumps in the target counties in Kenya by installing solar panels and other equipment. In doing so, it is expected to increase the amount of water supplied and the number of people served, as well as to reduce the labor involved in pumping water more effectively than would digging new wells. What is more, practice-based guidelines for the improvement of rural water supply facilities (RWSFs) will be developed to strengthen the capacity of the target counties to improve and manage their RWSFs. Consequently, this project will contribute to the implementation of sustainable RWSF improvements by counties and development partners across Kenya, as well as to the achievement of SDGs Goals 3 (Good health and well-being), 6 (Clean water and sanitation), and 13 (Climate action).
