Primary objectives and outcomes

In order to achieve the 1.5 degree target set in the Paris Agreement, it is essential for cities, which account for about 70% of global greenhouse gas emissions and energy consumption, to make the transition to decarbonization.

International efforts to support urban initiatives are being strengthened.

In February 2023, MOEJ together with JICA, launched the Clean Cities Partnership Program (C2P2) to address today's challenges faced by cities around the world from multiple perspectives. With the participation of Japanese local governments, private companies, financial institutions, and others, and in collaboration with MDBs, this program will provide comprehensive and synergistic support for urban agenda including climate change, environmental pollution, circular economy, and nature positive in partner cities.

Content of the discussions

In this seminar, MOEJ presented Japan's initiative, JICA presented JICA's Clean City Initiative (JCCI) and ADB presented their initiatives as part of each organization's contributon to the C2P2. Following, presentations of three initiatives and good practices of C2P2 from Japanese local governments with their respective overseas local government in Vietnam and Palau as well as the private sector were intrduced as follows.

The session finished with the signing of the Memorandum of Understanding (MoU) between Ba Ria Vung Tau Province in Viet Nam and Sakai City in Osaka, Japan.
