The IJGlobal APAC Awards 2023, organized by IJGlobal - Infrastructure and Project Finance Intelligence, an international project finance journal, was held in Singapore on Wednesday, April 17, 2024. The Laos Monsoon Wind Power Project, which JICA is supporting as the largest lender, won the Renewable Energy Deal of the Year, Onshore Wind. The award ceremony was attended by Mr. Kota Yasumura, Director of Private Sector Investment Finance Division, Private Sector Partnership and Finance Department.

JICA's Private Sector Investment Finance targets projects that contribute to infrastructure, growth acceleration, and the achievement of the SDGs, and has also focused on expanding projects that contribute to climate change countermeasures. The winning project, realized through co-financing by Asian Development Bank, private financial institutions, was highly evaluated for its social significance. It is a project financing for a Monsoon Wind Power Project in Sekong and Attapeu provinces located in southeastern Laos, which will construct and operate a 600 MW wind farm, the largest in the Southeast Asia, to increase power supply from renewable energy sources and reduce greenhouse gas emissions in Vietnam, where the power will be sold. The project will also contribute to climate change countermeasures by reducing greenhouse gas emissions in Vietnam. This is the first wind power generation project in Laos, and the power will be sold cross-border to the Electricity Generating Company of Vietnam (EVN), contributing to the promotion of green investment under the "ASEAN Overseas Investment and Loan Initiative" (announced in November 2019) and the "Asia Energy Transition Initiative" (announced in May 2021).
