JICA- GRIPS Joint Forum on "Innovating Policies; A New Paradigm of Governance to Activate the Governments' Potential

We are pleased to inform you that an international forum on Asian models of governance will be held as follows.

While Japan is facing unprecedented policy issues imposed by the aging and decreasing population, ASEAN countries are also coping with ever increasing complexity of policy issues as they develop into more advanced stages. It might not be an exaggeration to say that the rise and decline of a country depends more than ever on its agility to innovate policy solutions against complex issues. Meanwhile, countries in the region have intensified their effort to reform the bureaucracy. However, it is not certain if those reforms should lead to their strengthened capacity to innovate policies since they have been primarily focused on the dimensions of efficiency and transparency by adapting the preceding experiences and concepts of Anglophone countries.

Based on the recognition, a five-country joint study has been conducted on the key question about factors that define the capacity of countries and regions to solve their policy issues. In particular, the research has been focused on the mechanism of “policy innovation”, in which innovative solutions are agilely created to policy issues that cannot be solved by conventional approaches. The researchers have probed the issues by synthesizing knowledge of political science, public administration and business management. In this forum, leading experts who have participated in the research will share their findings and discuss practical ways to strengthen the governments’ capacity to solve challenging issues.
