Presenting new book on ‘Fragmentation of Aid: Concepts, Measurements and Implications for Development Cooperation

Contents of the seminar

The German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) and JICA Research Institute(JICA-RI) will hold an event to present the book “Fragmentation of Aid: Concepts, Measurements and Implications for Development Cooperation” (Palgrave Macmillan, October 2016). The edited volume has been published by Stephan Klingebiel, the head of the department on “bi and multilateral development cooperation” at DIE. From JICA Mitsuaki Furukawa, Director General of the Security Management Department, former Executive Senior Research Fellow will participate in the event as the author of the chapter 12 “Aid Fragmentation and Effectiveness for Infant and Child Mortality and Primary School Completion”.

Fragmentation is the phenomenon of a multiplication of actors and growing atomisation affecting goals, modalities, and instruments as well as the numerous operational and non-operational activities. This edited volume aims to fill the gap in understanding concepts, measurements and the way forward to tackle fragmentation of development cooperation, and contains sound knowledge on the challenges that development cooperation providers face to implement the 2030 Agenda for Sustainable Development.

The event will address several conceptual and practical questions and issues:
- What is our understanding of ‘fragmentation’? In how far is fragmentation related to actors, policy areas or operational interventions?
- What do we know about fragmentation trends? Is it possible to measure fragmentation?
- What are consequences of fragmentation? Is fragmentation always a bad thing?
- How can negative aspects be addresses? What can development cooperation providers do in this regard?
