【Close】Open symposium “The Practices of Human Security in the ASEAN+3: Recommendations from Academics and Practitioners”

Since its introduction in the Human Development Report by the United Nations Development Programme (UNDP) in 1994, the concept of Human Security has received growing attention, and in 2012, a common understanding of the concept was reached at the UN General Assembly. However, the operationalization of the concept remains a contested matter. In particular, there are few researches that conduct comparative analysis on practical problem-solving efforts in the face of serious threats to human security in multiple countries.

Against this backdrop, since 2013, JICA Research Institute has conducted a research project on human security in East Asia to document existing good practices and promote further operationalization of the concept. Thirty-six researchers and practitioners based in East Asia analyzed how the concept was perceived and practiced in local contexts unique to each country. The case studies address the following issues: the Sichuan earthquake in China, the Great East Japan Earthquake, the conflict and tsunami in Aceh, the cyclone Nargis in Myanmar, the typhoon Haiyan in the Philippines, China and West African countries in the fight against the Ebola crisis, the land grabbing crisis in Cambodia, Japan’s cooperation in the protracted crisis in Mindanao, South Korea’s refugee policies, and the trafficking of fishermen in Southeast Asia. The findings of this research will be published as Human Security and Cross-Border Cooperation in East Asia by Palgrave Macmillan (USA, Autumn 2018), and as a ‘Policy Note’ by JICA Research Institute.

This symposium will offer the opportunity to deepen the understanding of practices of human security in the ASEAN+3, through the presentation of both the policy note and the book, Human Security and Cross-Border Cooperation in East Asia, by its authors and editors, as well as the discussion among the panelists and the floor.
