How have European views of and reactions to Japanese ODA been evolving since 1962, when the Overseas Technical Cooperation Agency (OTCA, which is a predecessor of Japan International Cooperation Agency: JICA) was established? Whether and to what extent other Asian donors such as China and South Korea have impacts on the European perceptions of Japanese foreign aid? Dr. Hansen attempts to answer these questions, and to suggest what the EU and European bilateral programs could gain from observing and studying Japanese technical cooperation.

Annette Skovsted Hansen, PhD, is Associate Professor of Japanese history at Aarhus University, Denmark and a member of the European Japan Advanced Research Network (EJARN ).
