“Achieving Skill Mobility in the ASEAN Economic Community:

Challenges, Opportunities and Policy Implications”

The JICA Research Institute (JICA-RI) is pleased to invite interested guests to attend the launch seminar of the issue paper, titled "Achieving Skill Mobility in the ASEAN Economic Community: Challenges, Opportunities and Policy Implications". This issue paper has benefitted greatly from the findings of a roundtable conference of high-level experts, convened by the Asian Development Bank (ADB) and Migration Policy Institute (MPI) on May 11-12, 2015 in Bali, Indonesia. Practitioners, experts, and industry leaders from a broad array of institutions, including JICA-RI, contributed to the development of the issue paper.

This convening consists of two parts: a seminar to launch the Japanese version of the issue paper and a special lecture on skill mobility in Asia. The morning seminar will discuss the major themes address in the issue paper, aiming to explore what we know - and do not know - about skill mobility in ASEAN. The paper focuses on the following issues: (a) the nature and extent of movement of professionals within ASEAN today; (b) the progress and challenges in recognizing professional qualifications; and (c) the potential areas for reforms at the national and regional levels in the short, medium and long-term. Following the launch seminar, Dr. Yoko Ishikura (Professor Emeritus of Hitotsubashi University) will moderate the panel discussion. In the afternoon, Dr. Demetrios G. Papademetriou (Distinguished Senior Fellow and President Emeritus, MPI) will give a special lecture titled "Promoting Skill Mobility to Increase Asia's Competitiveness".

The event will be held on Friday, October 2, 2015. It is intended to provide a forum for decision/policy makers, development practitioners, international organizations, academics, and NGOs to exchange views on the future of skill mobility in ASEAN.
