Through globalization, international society has been drastically changing. Today, both corporate and individuals’ activities have become borderless, and mutual dependencies among countries as well as societies and individuals have tightened across the world. While globalization can stimulate economic growth through creation of employment and new industries, it also brings the increasing risks of cross-border crimes, terrorism and communicable diseases among others.

Japan’s development assistance has long contributed to economic growth of other countries especially those in Asia. Facing to globalization, however, development assistance has also been forced to shift direction and roles. This forum aims to explore the direction and role of Japan’s development assistance through discussions on how diplomacy and business are changing to overcome the increasing risks of globalization, how to reap its benefits. Discussions will also include the roles of the emerging Asia region including Japan in cooperation with international society.

The Forum is divided into two parts: Part 1 will discuss globalization and a new direction for development assistance. Part 2 will examine the support of international community for conflict affected countries—one of the risks of globalization. The World Development Report 2011 “Conflicts, Security and Development (tentative),” which the World Bank is currently producing, will be closely reviewed in this Forum, and the outputs from the conclusions will be reflected in the final report.
