Subnational Conflicts in Asia: Can Foreign Aid Help End
Some of the World’s Longest-Running Conflicts?

JICA signed a Memorandum of Understanding (MOU) with the Asia Foundation (TAF) in April 2013. As the first joint event after the MOU signature, the two organizations will host a joint seminar on “Subnational Conflicts in Asia” to exchange their knowledge. The seminar will present TAF’s recently-published study “The Contested Corners of Asia: Subnational Conflict and International Development Assistance” followed by a panel discussion among conflict prevention and peacebuilding experts in TAF and JICA.

Subnational conflict is the most widespread, enduring, and deadly form of violent conflict in Asia, with more than 131 million people living in areas of protracted conflict. Subnational conflict areas differ from fragile states, with the majority of these conflicts taking place in middle-income countries with relatively strong states, regular elections, and capable security forces. As a result, subnational conflict in Asia challenges much of the conventional wisdom about the causes of armed conflict and its relationship to state capacity and development, and presents Asian governments and the international community with a distinct set of challenges. TAF’s recently-published study “The Contested Corners of Asia: Subnational Conflict and International Development Assistance” analyzes characteristics of these conflicts, presents the in-depth examinations of the cases of Mindanao (the Philippines), Aceh (Indonesia), and Southern Thailand, and provides policy recommendations to development assistance agencies.

This seminar will feature the presentation by Mr. Thomas Parks (The Asia Foundation’s Regional Director for Conflict and Governance), who managed the newly-published study. The following panel discussion will provide an opportunity for conflict prevention and peacebuilding experts of TAF and JICA as well as the participants to discuss effective approaches to prevent conflicts and build sustainable peace in the region.
