PUBLIC ANNOUNCEMENT FOR PROCURMENT OF SERVICES (Caraulun Watershed-2)

Japan International Cooperation Agency (JICA) Timor-Leste Office is conducting a QCBS (Quality and Cost based Selection) procurement of the services for “Support for the Implementation of Participatory Land Use Planning with Climate Change Vulnerability Assessment and Enhancement of Local Governance Capacity in the Target Villages in the Caraulun Watershed-2” in the target villages in Caraulun watershed under the JICA/GCF technical cooperation project named “the Project for Community-based Landscape Management for Enhanced Climate Resilience and Reduction of Deforestation in Critical Watersheds.” Any organizations or firms who are interested in the QCBS procurement or bidding (hereinafter referred to as “the interested organizations/ firms”) are herewith informed of the following:

1. General Information
1.1 Name of Project:
The Project for Community-based Landscape Management for Enhanced Climate Resilience and Reduction of Deforestation in Critical Watersheds

1.2 Description of the Services:
“Implementation of Participatory Land Use Planning with Climate Change Vulnerability Assessment” and “Enhancement of Local Governance Capacity” in accordance with the Operation Manual developed by JICA in the pre-selected villages in Manufahi Municipality

1.3 Duration of the Services (tentative):
The services consist of two phases as follows:
(a) 1st Contract: from 21 May 2024 to 31 January 2025; and
(b) 2nd Contract: from February 2025 to April 2028

At the end of the 1st Contract, the performance of the Contractor will be reviewed and evaluated, and both parties have a discussion and conclude the 2nd Contract.

1.4 Project Sites (tentative):
Sucos Letefoho, Holarua, Rotuto, Tutuluro, Grotu, Daisua and Babulu (7 sucos) in Manufahi.

2. How to Participate in the QCBS
The interested organizations/ firms have to submit to JICA Timor-Leste office a proposal including a quotation and “Proof of Legal Person in Timor-Leste”. The period of acceptance for proposals is between March 18th and April 17th,2024. Any submission after 16:30 on April 17th, 2024 is not acceptable.

3. Eligible Organization
i) NGO or private firm (e.g., consulting firm or research institution) which is duly registered under the law of Timor-Leste, and which has experiences in working for any projects funded by international donor agencies, UN agencies, or funding institutions; and,

ii) A consortium or joint venture made by NGOs or private firms which fulfill the requirements given in i) and ii) above.


4. Distribution of Request for Proposal
4.1 Place of Distribution: JICA Timor-Leste Office

4.2 Period of Distribution: From March 18th to March 29th, 2024 (9:00∼16:30 except 12:00~ 13:30)

Remarks: Distribution by mail or by electric data is not possible.

4.3 Pre-proposal conference
Pre-proposal conference will be held at 14:00 on March 26th, 2024 in JICA Timor-Leste Office.

4.4 Inquiry about the Request for Proposal
Inquiry about the Request for Proposal shall be sent to the Contact Address for Inquiry in writing or by standard electronic means which includes email transmissions before 16:30 on March 29th.

5. Procedure of QCBS
5.1 Deadline of the Proposal Submission: 16:30 in April 17th, 2024

5.2 Date of Evaluation Proposal: April 26th, 2024

5.3 Attendance: Not acceptable

5.4 Disqualification/ Invalidation of Proposal
i) a proposal submitted by a non-eligible firm or a company;

ii) a proposal which does not fulfill the requirements described in the Request for the Proposal; or

iii) a proposal submitted after the deadline of the submission indicated in Section 5 (1) in this document.

5.5 Method of Selection
JICA shall select an organization or a consortium using the QCBS evaluation methodology, which gives 80 points to a technical proposal and 20 points to a financial proposal.

More details of the evaluation method are described in the RFP, particularly Section 2: Instructions to the Bidders.

5.6 Contract
JICA Timor-Leste Office will invite the first ranked bidder to the negotiations of the contract for the services. Upon the mutual agreements by both the parties, JICA will finalize and award the contract to the selected bidder.
