Review Meeting on the Project Activities during Half-year period

On 15th August 2009, the review meeting on the evaluation of the project activities for half-year period (from April to September 2009) took place among members of the Project and JICA long -term experts. In the meeting, we discussed together to monitor the progress of achievement and the implementation process of the project activities based on the Plan of Operation (P/O). In addition, we talked about the ways to remedy on the points which had not been operated as planned.

Upon the progress of that period, it was found that overall the Cambodian side was more involved by implementing the activities on their own initiative and had a greater sense of responsibility, in all the project activities such as (1) drafting, (2) legislation and (3) dissemination. In drafting activities, each drafting groups organized and conducted meetings regularly. The new system, which the Cambodian side is responsible for the drafting, was well established so far. As for the tasks on legislative process, Ministry of Justice handled the deliberation of its own draft law, and made necessary response and coordination towards the draft laws which were prepared by other ministries and could conflict with the Civil Code and the Code of Civil Procedure. Regarding to the dissemination activities, the Ministry acquired the budget, prepared and conducted the dissemination seminars on the Code of Civil Procedure and the Civil Code by themselves for four times in different provinces without any assistance from the Japanese long-term experts.

In the next half-year period, the project activities will be continued with the aim of strengthening abilities as well as finishing each drafting. And the internal-training in the Ministry of Justice and the long-awaited publishing of the textbooks and commentaries of the Civil Code are also intended.
