Stage

  1. 1st stage - 1 year:

    Preparation of WaBuB PFM extension (mainly Output 1-3)

  2. 2nd stage - 3 years

    Implementation of WaBuB PFM extension on the basis of Phase 1.

Main activities(1st stage)

1-1Review the documents of WaBuB Chafee and Afalo PFM
1-2Prepare the draft guideline
1-3Discuss on the draft guideline with all stakeholders
1-4Finalize the guideline
2-1Conduct supplementary information gathering through reviewing “The Forest Resources Management Study in the Southwestern Part of Ethiopia” produced by JICA in 1998, interviewing communities and looking into the forest
2-2Develop criteria of selection of target areas for expansion
2-3Prioritize the areas according to the criteria
2-4Discuss on benefit sharing from plantation with the Regional Government
2-5Prepare the draft extension strategy
2-6Organize a seminar on WaBuB PFM to get comments on the extension strategy
2-7Finalize the extension strategy of WaBuB PFM
3-1Conduct boundary demarcation
3-2arry out joint monitoring and evaluation of Provisional Forest Management Agreement (P-FMA)/ Forest Management Agreement (FMA)
3-3Support livelihood activities including skills training
3-4Formalize WaBuB P-FMA into FMA
4-1Carry out training needs assessment and prepare training plan
4-2Conduct training for the counterparts on PFM including method of GPS survey
4-3Organize experience sharing workshops

Achievement of the Phase 1 project(October 2003 - September 2006)

In the Phase 1 project, the following activities had been conducted to establish a system of PFM in targeted villages in Belete-Gera RFPA.

  • Conducting baseline survey in Sebeke Dabiye (Belete forest) and Gara-Naso (Gera forest) villages (Ganda)
  • Conducting supplementary baseline survey in Gura-Afalo village (Gera forest)
  • Selection of target sub-villages (Chaffee in Belete and Afalo in Gera forest) through the consultation of the communities ,districts, zone, and the Regional Government
  • Study tour to Integrated Forest Management Project in Adaba-Dodola and Bonga
  • Survey on customary environmental standard and social codes for forest management in Afalo
  • Registration of forest users in Chaffee and Afalo sub-villages
  • Consultation with stakeholders (for membership for forest user group, forest boundary,regulation of forest utilization and method of monitoring)
  • Conducting periodical joint monitoring by WaBuBs and ARDOs for P-FMAs
  • Preparation of draft provisional forest management agreement (P-FMA) of Chaffee and Afalo sub-villages
  • Signing of P-FMAs between the Oromia Government and WaBuBs (Chaffee and Afalo)
  • Implementation of livelihood support activities (improved beekeeping, grain mill, water well)
  • Support WaBuBs for preparing subsidiary by-laws for P-FMA
  • Elaboration of P-FMAs in Chaffee and Afalo on the recommendations made through the joint monitoring
  • Signing of Forest Management Agreement (FMA) in Chaffee
  • Signing of renewal P-FMA in Afalo
  • Conducting project final seminar to share experiences, achievements and lessons learned with different stakeholders on PFM
