Planning Workshop of PRIMARY Health Care Improvement for Village

As a first step of implementation of primary health care improvement activity in village/ward, a planning workshop was conducted for the health working groups established in village/ward. Through the workshop, it was expected that each health working group became able to conduct simple, systematic and logical planning in order to overcome primary health care problems that they currently face.

The planning workshop was divided into two stages, and at a first stage the practical methods of problem finding and analysis are taught in two days:

  1. discuss and share the image of ideal health condition in village
  2. identify problems which hindering them from achieving it
  3. recognize core causes of the problems
  4. draft an action plan to overcome the health problems

After the workshop, the participants went back to the village and developed an action plan with their members.

At the second stage of the planning workshop (one day) each participant came with his/her action plan designed by the health working groups. The second stage focused on:

  1. identifying what are needed in order to realize
  2. designing how to optimize an action
  3. preparing for a monitoring plan
  4. transfering ideas on the action plan into a proposal to village/ward

The overall planning workshops had been carried out in all target sub-districts of PRIMA Kesehatan in three districts from 18 April to 2 June 2011. The trainers of the workshop were facilitators from Health Centers and sub-district officers in collaboration with JICA field facilitators. In several sub-districts, some members of District Team also participated in facilitating in particular sessions.

Participants of the workshop were 4 members representing each working group of village/ward. In the second step, the heads of village and BPD or heads of wards and ward secretaries/LPMK secretaries of target village/ward also joined the session.

As a result of the workshop, 294 villages/wards have developed their action plans for the primary health care improvement in their villages/wards for FY 2011. The next step for health working groups are: to propose an action plan as part of the village plan; to get approval from the village government; and implement the action plan under support from the village government.
