The Local Working Group (LWG) has so far held three times of gathering including LWG meetings and focus group discussion with target SMIs for identification of issues/ constraints, discussion and preparation of the Local Industry Action Plan (LIAP). The LWG has proposed the challenge action to make model SMIs, which can adopt good processing practice according to the standard operating procedure (SOP) and develop the new market segments through the adequate product development. The challenge action shall be supported by two major actions, i) coaching of Indonesian National Standard (SNI) certification or SOP introduction to the selected SMIs (with guidance of 3S), and ii) model shoes development in collaboration with the university students in Surabaya. Another challenge action, ‘branding Mojokerto as the town of footwear’, is suggested by the LWG. It is however recognized that what LWG/SMIs intend by and propose for the ‘branding’ needs further brushup, through the advice and guidance with them. Following the initial LIAP, guidance of 3S introduction was commenced in order to improve and rationalize the SMIs’ workshop. Receiving the advice from the JICA Experts, the 3S seminar was held in April in Dinas Cooperatives, Industry & Trade of Mojokerto City, followed by field guidance of 3S introduction to 10 SMIs of the target industries at their workshops. Also owing to the share of the preceding success cases in ship-parts industry in Tegal Regency, 9 SMIs among the target has already introduced and practiced 3S during 2 weeks of guidance. Based on this improved workshop as a result of 3S introduction, the challenge for SNI certification or SOP introduction is assumed to be expedited.
