Project Background

The purpose of the Project is to improve the livelihoods of the local communities in Dadaab region, surrounding the Somali Refugees Camp, by providing with water supply system. Over the years, the local communities in the target area are fragile society and they faced severe droughts and most of the boreholes in the communities were over-used to meet both human and livestock needs. In addition, due to the increasing number of the refugees at the camp, the environmental, social and economic tensions have happened in the communities. The project is expected to mitigate the conflicts between the people at the community and the refugee population over the scarce natural resources and let both sides get along with well.

In close collaboration with UNHCR, JICA conducted a fact finding mission on the Somalia situation and a project preparatory mission to look into concrete possibilities to support the host communities. Subsequent assessments confirmed the importance of timely intervention under the water sector and the appropriateness of the local Kenyan government counterpart as the implementing agency of the project.

After Japanese side received an official request from the Ministry of Water and Irrigation to support eleven host communities and in September 2010 formally approved by the Japanese Government, JICA started the project in November 2010.
