Nationwide diffusion of PIP management methods

PCAP2 aims to help government officials develop their capacity to manage Public Investment Program (PIP) projects through nationwide training and on-the-job training (OJT).

Background

MPI and PCAP1 developed management methods and tools that help manage PIP properly. During PCAP1, the methods and tools developed were transferred to three monitor provinces, namely Oudomxay, Khammuan and Saravan. The methods were found useful. Thus they will be extended to all the 16 provinces and Vientiane Capital and all the central ministries through the activities below.

Activities

  1. Provide nationwide PIP management training to all the 16 provinces and Vientiane Capital as well as the ministries and other government entities. The training aims to help officials in charge of PIP management enhance their capacity.
  2. Provide follow-up or on-the-job training (OJT) to help officials utilize the methods learned in their day-to-day work.
  3. Evaluate to what extent the nationwide PIP management training and OJT were useful to day-to-day management work and provide the results to the concerned agencies.
  4. Conduct meta-evaluation or evaluate the quality of PIP projects’ assessment and evaluation results and provide the results to all the provinces and ministries.
  5. Utilize the results of training evaluation and meta-evaluation to further develop the methods and tools and reflect the results in the next year’s training contents.
  6. Help MPI conduct the above mentioned activities in a sustainable fashion after the completion of PCAP2.
