Rural Electrification plan

A recently electrified trading center

• Create an annual plan for the Rural Electrification Program promoted by the Malawi government, conduct an update of the Rural Electrification Master Plan, and revise the plan to fit the current situation.
• Create a field manual for confirming the current status of rural electrification, and conduct a survey of village society and economies based on the manual.

Management of Electric Power Distribution

• Using the implementation potential survey manual, investigate the potential for extending power distribution line with a view to strengthening supervision of construction, create a construction supervision manual and conduct supervision based on that manual.
• Create installation and technical criteria for electric power lines, and plan to strengthen administration through contracts and supervision of construction that apply those criteria.
• Create a manual for inspecting construction delivery, and aim to strengthen inspection through electrification construction delivery inspections based on that manual.
• Create an operations management manual for detailed design.

Photovoltaic System Technology

• With a view to appropriate management of photovoltaic system, create a monitoring and evaluation system for photovoltaic system.
• Create a manual for photovoltaic system inspectors, and strengthen the inspection system.
• Create an instructor training manual for photovoltaic system, and aim to spread correct knowledge through training based on that manual.

Financial Management

• With a view to appropriate management of rural electrification funds, confirm existing accounting, budget, and resource management procedures, and create a manual and guidelines necessary for reform.
• Strengthen management of accounting, budgets, and resources based on the guidelines and manual created.
• Review equipment procurement, specifications, and contracts related to construction. In addition, strengthen implementation of appropriate service contracts for procurement of equipment for electrification and construction work.

Micro Hydropower Technology

• - Investigate the potential for micro hydropower sites, as confirmed in the rural electrification master plan.
• Conduct more detailed surveys of high-priority sites, and create plans for construction.

Organizational Operations

• With a view to making administration more effective, create a mission statement for the energy department's rural electrification division and instruction manual for operations.
• Strengthen the operations systems by planning for coordination with related departments.
