Vietnam Study Tour in November, 2012

Through understanding the similarity of the situation of development in the northern area of Mozambique and Vietnam (Construction of Industrial Park (IP), Port, Railway, coal transportation, etc.), the JICA team and Counterpart organization recognized the necessity of a "Third Country Training Programme; TCTP " in Vietnam, in order to learn from the experience of Vietnam.

Under the above-mentioned background, the Vietnam Study Tour was carried out from 11th Nov to 17th Nov, 2012 with assistance of the JICA Vietnam Office.

The participants were 9 officers from the Counterpart Organization of Mozambique (2 officers from the Ministry of Planning and Development, 3 from GAZEDA (Special Economic Zones Office), 1 from CPI (Investment Promotion Centre), 1 from Nacala Tax Authority, 1 from Ministry of Industry and Commerce, 1 from Zambeze Agency) and 4 members from the JICA team. They visited the Industrial Parks and relevant organizations in Vietnam and exchanged opinions.

We received the comments from the participants that it was a rich meaningful visit even in the short period of five days. In particular, they recognized that it is important to continue to develop SEZ (Special Economic Zones) and strategic industrial parks in a planned manner. In addition, they mentioned that it is important to continue to exchange views and information, while learning from Vietnam, they will strive to adapt to their country, rather than to end this experience as something transitory.

After the study tour, we conducted a wrap-up session of the Study Tour at GAZEDA meeting room on November 20 after returning to Mozambique. In addition, in the Steering Committee and Working Group meetings held on the 26/27 November, Mr. Simao, director of special economic zones GAZEDA, made a presentation about the outcomes from the Study Tour.

  • 14th Nov: Thang Long Industrial Park (TLIP), Fujikin Vietnam Factory, Noi Bai Industrial Park (NBIP), Rhythm Precision Factory (Clock Maker)
  • 15th Nov: Vietnam-Singapore Industrial Park (VSIP), Hai Phong Port, Dinh Vu Industrial Park, Hai Phong Port Authority
  • 16th Nov: Ha Long Port

Outcomes (Lessons learned)

  • Importance of political commitment (Development of Industrial Park/SEZ/IFZ)
  • It is the "Key" to Success to pass a planning Process (at each level of Central, Province, Local): Pre-F/S, F/S, Basic Infrastructure, Marketing Research
  • Industrial Park is a product to attract investment
  • Necessity of clear vision of medium, long-term industrialization
  • Necessity of development of Strategic industrial park / SEZ/ IFZ (gathered labour force, technical transfer, import substitution, commercial trade, secured national sovereignty)
