1st Study Tour in Japan (1st Counterpart Training in Japan)

The first Study Tour in Japan was carried out from 13th April to 25th April, 2013. The participants were 14 officers of the Mozambique Government (9 officers (National Director or Department Director) from the Central Government and one officer (Permanent Secretary or Provincial Director) from each of the 5 provinces targeted). This Study Tour aimed at learning about the industrial development (port and its hinterland) and the examples of success in local industrial promotion. In addition, an investing seminar was also held (co-hosted by UNIDO and JICA) for business matching between Mozambiqan officers and Japanese investors. The study tour was highly concentrated over a short period of two weeks.

  • Tour Period: 13 April – 26 April, 2013 (including travel days)
  • Participants: Ministry of Planning and Development (2 officers), Special Economic Zone Office (2 officers), Ministry of Transportation and Communication (1 officer), Ministry of Industry and Commerce (1 officer), Ministry of Mineral Resources (1 officer), Ministry of the Environment (1 officer), Investment Promotion Center (1 officer), 5 provinces (1 officer from each): 14 officers in total
  • Places Visited:
    • Tokyo/Yokohama: Ministry of Land, Infrastructure, Transport and Tourism (National Spatial Plan, Regional Spatial Plan), Investment Seminar, Port of Yokohama, Minato Mirai 21
    • Ehime (Matsuyama city): Kaneshiro Sangyo (Automobile Scrapping and Recycling), Eco-bio (Recycling used oil), Ehime Provincial Government (Promoting Local agriculture, commerce and industry), Ehime University (Cooperation Activities with Lurio University, Environmental Project in Mozambique), Kameoka Shuzo Inc./ Michinoeki (Roadside Station)/ Hands-on Session regarding Seafood products (Case Study of promoting local industry)
    • Kyoto/Osaka: Kyoto Industry and Tourism Agency (Tourism Development), Osaka Bay area, Aozora Foundation (Environmental Pollution history and measures)
    • Kashima/Tsukuba: Port of Kashima and Industrial Zone (Port and Industrial park development), Tsukuba science city and Fujikin Inc. (Semi-Conductor Valves and Cultivating Sturgeon)
  • Outcomes: The following comments from participants were raised as lessons learnt.
    • Valuable information was acquired for elaborating the integrated regional development strategy for PEDEC-Nacala
    • The promotion of local level commercial and industrial activities is a key to realize comprehensive regional development
    • It is necessary for the government to provide good leadership as well as instituting a participatory process involving the people
    • The importance of plans with clear vision and strategies was learnt
    • It is important to define the projects and organize their implementation and to conduct monitoring and evaluation activities even in the implementation stage. This flexible feedback method of Japan makes it possible to modify the plans even during implementation.
    • We could see various types of ports with different functions, for example, the export oriented ports of Yokohama and Kobe, and import oriented ports of Tokyo and Osaka. We could recognize the efforts to fully utilize the ports with their characteristics.
    • It was good to learn the lessons about spatial arrangement inside an industrial park such as "Kombinat” considering the process chain of petrochemical products.
    • Kashima Port and its industrial park will be a good model for the development of Nacala Port and its surrounding area
    • The participants recognized the importance of mitigating the pollution from industrial development as the real issue because they had the opportunity to actually listen to the victims of public pollution.
    • The initiative of local level organizations and the collaboration of academics, enterprises, and local government are necessary.
