2nd Study Tour in Japan (2nd Counterpart Training in Japan)

The second Study Tour in Japan was carried out from 6th July to 21st July, 2013. The participants were 17 officers of the Mozambique Government (12 officers (National Director or Department Director) from the Central Government and one officer (Permanent Secretary or Provincial Director) from each of the 5 provinces targeted). This Study Tour aimed at the same outcomes as the first one and visited almost the same places to learn about Port development and local regional development. In addition, a part of the participants also learned about GIS Databases and Topographic Mapping as important tools for preparing the regional development plan.

  • Tour Period: 6th July – 21st July, 2013 (Including)
  • Participants: Ministry of Planning and Development (2 officers), Special Economic Zone Office (3 officers), Ministry of Transportation and Communication (1 officer), Ministry of Industry and Commerce (1 officer), Ministry of Mineral Resources (1 officer), Ministry of the Environment (1 officer), Ministry of Tourism (1 officer), Ministry of Public Works (1officer), National Cartography and Remote Sensing Centre (1 officer), 5 provinces (1 officer from each): 17 officers in total
  • Places Visited:
    • Tokyo/Yokohama: Ministry of Land, Infrastructure, Transport and Tourism (National Spatial Plan, Regional Spatial Plan), Port of Yokohama, Minato Mirai 21
    • Kashima/Tsukuba/Chiba: Port of Kashima and Industrial Zone (Port and Industrial park development), Tsukuba science city and Fujikin Inc. (Semi-Conductor Valves and Cultivating Sturgeon), KOMAIHALTEC Inc. (Steel Structures and Wind power), and Tokyo Bay Acua Line/ Umihotal Parking Area (Undersea Tunnel, Bridge and artificial island)
    • Kyoto/Osaka: Kyoto Industry and Tourism Agency (Tourism Development), Osaka Bay area, Kokusai Kogyo co., ltd. (GIS Database and Topographic Mapping)
    • Ehime (Matsuyama city): Kaneshiro Sangyo (Automobile Scrapping and Recycling), Ehime Provincial Government (Urban Planning and Promoting Local agriculture, commerce and industry), Ehime University (Cooperation Activities with Lurio University, Environmental Project in Mozambique), Michinoeki (Roadside Station)/ Nangoku Corporation (Case Study of promoting local industry)
  • Outcomes: The following comments from participants were raised as lessons learnt.
    • We could gain valuable experience regarding the process of Japanese economic development. We are from various sectors of Central/Provincial government and have different viewpoints for economic development. We could understand the importance of collaborating with each other.
    • We could see the examples of port development and industrial development. It was very helpful to observe the vision of the project to affect the economic development, port development and inland development in the Nacala Region.
    • We could see the well-organized connections of infrastructure such as Roads, Bridges, Railways and Ports. It was a key of Japanese socio-economic development. In addition, a good combination of public and private funds was applied for most of the large-scale development projects.
    • Since Japanese industrial parks are located near the ports, it is highly functional for processing industries and/or exporting goods.
    • The participants recognized that Japan concentrates on environmental preservation. They produce electric power utilizing solid wastes and wind power. In addition, large green spaces were secured in the land use plans.
    • We could see that they were prioritizing decentralization. Local governments have the power to conduct the planning and implementation of development.
    • For operating the various projects, it is important to prepare and utilize thematic maps (Roads, water supply, drainage, electricity, and so on.)
