1st Joint Coordinating Committee (JCC)

The 1st Joint Coordinating Committee (JCC) was held for the effective and successful implementation of the technical cooperation for the Japan International Cooperation Agency (JICA) and the National Council on Disability Affairs (NCDA) Partnership Project on the Creation of a Non-Handicapping Environment for Persons with Disabilities in the Rural Areas on October 21, 2009 at the National Council on Disability Affairs (NCDA) Board Room and the update / enrichment of PDM, Organizational Chart, Plan of Operation (PO) and Annual Plan of Action (APO) were discussed and approved.

NCDA, Pioneering Municipalities, RCDA and JICA had a Preliminary Meeting for JCC on October 13 and 14, 2009 in Manila to enrich/update PDM, Organizational Chart, PO and APO, and to obtain consensus on PDM before the 1st JCC meeting.

At the end of the Preliminary Meeting, four (4) parties (Executive Director of NCDA (Project Manager), Mayors of New Lucena and Opol, and Chief Advisor of the NHE project) signed the Meeting Minutes.

As contained in the Record of Discussions between JICA and NCDA, the JCC will meet at least once a year and whenever it is deemed necessary to:

  1. Review and approve the annual work plan of the project to be formulated under the framework of the Record of Discussions;
  2. Review the overall progress of the Project as well as the accomplishment of the annual work plan;
  3. Exchange views on major issues arising from, or in connection with the Project; and
  4. Facilitate coordination with other relevant authorities.

In the JCC, objectively verifiable indicators in the PDM version 1 were enriched by breaking these into more specific qualitative and quantitative indicators.
