Overall Goal

Quality of health care services is improved.

Project Purpose

Human Resource for Health (HRH) planning and development of health workforces for quality health care is strengthened.

Outputs

  1. Data management for HRH is strengthened with Human Resource for Health Information System (HRHIS) and Training Institution Information System (TIIS)
  2. Quality programs are strengthened through effective implementation of 5S-KAIZEN (CQI)-TQM approaches [1]

Project Overview

Project for Strengthening Development of Human Resource for Health, a four-year technical cooperation project, started in November 2010 in order to contribute to improving the situation of human resource crisis in Tanzanian health sector within the framework of Tanzania Human Resource for Health Strategy 2008-2013.

The Project has two pillars. One is strengthening data management for Human Resource for Health (HRH). Adequate production of human resource for health, deployment and retention are critical for provision of improved health services. It requires effective management of human resource based on accurate and appropriate information. The Project supports the MoHSW for development and rollout of HRH Information System (HRHIS), which plays a vital role in data based HRH planning, development and management.

Another pillar is strengthening hospital management and delivery of quality health care services. Delivery of health care services is made possible not only with adequate supply of human resources but supported by improvement of quality. In view of this, the Project supports rollout of 5S-KAIZEN-TQM*, a Japanese management approach.

  • [1] 5S-KAIZEN-TQM: a three-step-approach using the operational management methods in Japanese manufacturing industry; 5S (Seiri: Sort, Seiton: Set, Seiso: Shine, seiketsu: Standardize and Shitsuke: Sustain), KAIZEN (an evidence-based participatory problem solving), and TQM (total quality management) to improve hospital management under limited resources.
