The target areas of the Project are Dodoma and Iringa regions where locates in the middle of Tanzania. Dodoma region, PMO-RALG (Prime MInistrer's Office, Regional Administration and local Government) as a counterpart agency locates in, while Iringa region faces the south of Dodoma has been prosperous in agriculture since long ago. The Project selects each one of the districts as "Model districts" among 6 and 4 districts/cities respectively in Dodoma and Iringa regions. The activities of the Projects are primarily operated in model districts, and the new techniques or lessons and learns of which acquired in the model districts are gradually disseminated to the surrounding regions.

Regarding the model districts, the Project had been discussed with PMO-RALG and selected Chamwino in Dodoma Region, Iringa in Iringa Regions. Chamwino districts faces just east side to Dodoma where the provincial capital is. It is a new district used to be a part of Dodoma Region, currently divided into 2 districts for Chamwino and Bahi. There is a scope to support from the Project for the development of road maintenance, since Chamwino is a newly created district and has no experience in collaboration work to other international agencies. Under this circumstance, the Project provides support which is required to establish the framework, in parallel to provide various trials to implement appropriate road maintenance technics.

Iringa district, another model district, locates surroundings of Iringa city as provincial capital. It is one of the most famous area where applies the LBT (Labor-based technology) for road maintenance. The Project is aimed at distributing the technic of LBT in this model districts, and achieving the success. In both districts of Chamwino and Iringa, the Dodoma-Iringa road network which is under constructed by loan aid of Japanese government, is across within. It is expected the Project generates a synergistic effect correlated well with the impact of Dodoma-Iringa road.

In this background, Chamwino and Iringa districts have been selected as "model districts" of the Project. Three parties; PMO-RALG who is the agency of control and management, each districts, and the Project RMSD concluded the agreement with the selection of model districts.
