Vol. 23: Improved O&OD unfolds its venue for dissemination

Over the past 2 years, PO-RALG had prepared for the dissemination of Improved O&OD to all 185 LGAs within 26 regions, involving guideline building, revision of training package and nationwide logistics to realise effective introduction of Improved O&OD system.

14th January 2020 marked the very first day of a series of nationwide workshops that were scheduled to complete at the end of June 2020. The Orientation consisted of 4-day sessions, inviting 8 members from each Council including Council Directors, Heads of departments and front-line officers.

The first day of each orientation aims to inform overview of Improved O&OD especially to Council Directors, so that they can share content and essence to their management teams within the local government, after the workshop is done. From second day through fourth day is mainly aimed towards Heads of departments and front-line officers who need to understand not only the concept of Improved O&OD but also the usage of Guidelines and Manuals at different levels of practice. Time was spared for role-play practice to get used to how to use the Guidelines and Manuals.

The series of workshops kicked off in Moshi followed by Morogoro where Minister of PO-RALG, Selemani Said Jafo (MP) also attended the workshop to deliver closing remarks, emphasizing the importance of encouraging and supporting community initiatives in a collaborative manner. His remark was broadcasted on national news programme ITV.

Each workshop gave the O&OD team a great opportunity on better understanding on Improved O&OD, as delivery of meaningful message to LGA officers required detailed but logical and simple explanations.

As the orientation went on with more and confidence of speakers from LGTI and O&OD team grew, attitude of participants gradually changed. It was as if participants were possessed by the passion of speakers from LGTI and the project team. Heated discussion continued and essential questions were often made even to the extent that O&OD team hesitated in answering some questions.

Though 4 day-workshop is not nearly enough for LGAs to fully internalize the essence of Improved O&OD, it will become the first touchpoint between PO-RALG and LGAs before and experience based learning process.

As of April 2020, 76 out of 109 LGAs have experienced this orientation. Even though events have been postponed amid the wide spread of COVID-19, process itself will be expected to commence once safety has been confirmed nationwide.
