On 10 March, 2011, a launching ceremony for” Project for Implementing the Maternal and Child Health Handbook for Scaling Up Nationwide (MCH Handbook Project)" was held in Hanoi.
There were about 65 participants including:
- Prof. Dr. Nguyen Viet Tien; Vice Minister of Health
- Dr. Nguyen Duy Khe; Director of Maternal and Child Health Department, MOH
- Mr. Motonori Tsuno; Chief Representative, JICA
- Dr. Tran Thi Thanh Thanh; former Minister, Chairman of Vietnam Child protection and Care Committee
- Representatives from four pilot provinces (Dien Bien, Hoa Binh, Thanh Hoa and An Giang)
- Representatives from the international organizations; WHO, UNICEF
- Representatives from three provinces (Ha Giang, Ben Tre and Bac Kan); where the MCH handbook has been implemented by the NGOs
- Representatives from two provinces (Cao Bang and Dak Lak); where the MCH handbook will be implemented with WHO’s support

In addition, journalists from many newspapers and TVs came to collect the project information. Information about this project was made widely known to the public.
